ISO 28000 (Specification for
security management systems for the supply chain) is an International
Organization for Standardization standard specifying requirements of a security
management system particularly dealing with security assurance in the supply
chain ISO 28000 outlines the requirements to enable an organization to
establish, implement, maintain and improve a security management system,
including those aspects critical to security assurance of the supply chain.

adopting ISO 28000 that also wish to incorporate the Best Practices identified
in ISO 28001 as a management objective on their international supply chains.
The Best Practices in ISO 28001 both help organizations establish and document
levels of security within an international supply chain and facilitate
validation in national Authorized Economic Operator (AEO) programmes that are
designed in accordance with the World Customs Organization (WCO) Framework of
Standards. An output of this effort will be a level of confidence rating system
based on the quality of the security management plans and procedures
implemented by the seaport to safeguard the security and ensure continuity of
operations of the supply chain cargo being processed by the seaport. The rating
system will be used as a means of identifying a measurable level of confidence
(on a scale of 1 to 5) that the seaport security operations are in conformance
with ISO 28000 for protecting the integrity of the supply chain.
CONCLUSION: ISO 28000 was
developed to codify operations of security within the broader supply chain
management system. The PDCA management systems structure was adopted in
developing ISO 28000 to bring the elements of this standard in congruence with
related standards. The development of an international standard addressing security
risk management improves the broader interface with existing enterprise risk
management in a common integrated platform. This integrated approach to risk
management is often employed to better coordinate cross functional risk
management mechanisms, improve performance measurement, ensure continual
improvement and reducing misalignment of risk management objectives. Thus, it is
a network of interrelated and interacting elements that combine to resist, fend
off, or withstand unauthorized acts that are designed to cause intentional harm
or damage to a supply chain. These elements include a security management
policy as well as the many objectives, targets, programs, procedures, plans,
practices, processes, controls, and resources that are used to implement this
policy.
